This voluntary Standard provides minimum planning, design,construction, and assessment requirements for new and existingbuildings subject to the effects of accidental or malicious explosions,including principles for establishing appropriate threatparameters, levels of protection, loadings, analysis methodologies,materials, detailing, and test procedures. However, thisStandard is not applicable for the mitigation of potential accidentsinvolving ammunition or explosives during their development,manufacturing, testing, production, transportation, handling,storage, maintenance, modifi cation, inspection, demilitarization,or disposal.

This Standard is intended to supplement and not supersede therequirements of the governing building code and other applicablestandards and laws. The omission of any specifi c material orsystem does not necessarily preclude its use in accordance withthis Standard, as long as all applicable provisions are satisfi ed.This Standard does not prescribe requirements or guidelines forthe mitigation of progressive collapse or other potential postblastbehavior.
